    Job description

    The Risk Control and Compliance Manager helps the Shopping Centre understand and apply Risk and Compliance requirements in daily operations. The role works closely with Shopping Centre leaders, functional owners, service partners, tenants, and co-workers to keep licences, permits, inspections, checks, incidents, car park management requirements, and action plans properly followed up. The role also supports the effective execution of safety, security, emergency preparedness, incident management, and regulatory compliance within the Shopping Centre by working closely with operational teams, service providers, tenants, and relevant stakeholders to maintain a safe, secure, and compliant environment. By making requirements practical and clear, the role supports safer, more compliant, and more resilient Shopping Centre operations, while escalating issues early when support or management direction is needed.

    Your assignment

    • Monitor and interpret regulatory requirements relevant to Shopping Centre operations, including safety, security, tenants, facilities, car park management, labour, data privacy, business ethics, environment, licensing, permits, and other local compliance obligations.
    • Ensure Risk & Compliance working methods, SOPs, tools, and governance routines are implemented consistently within the Shopping Centre, adapted where needed to meet local regulatory requirements and Shopping Centre execution needs.
    • Coordinate with Shopping Centre leaders, functional owners, service partners, and relevant stakeholders to ensure required licences, permits, regulatory submissions, inspections, car park management requirements, and corrective actions are tracked, evidenced, renewed, and completed on time.
    • Support the Shopping Centre before, during, and after authority inspections, regulatory reviews, or site visits, ensuring findings are documented, action plans are owned, evidence is maintained, and closure is followed through.
    • Lead and conduct internal checks, including Sec Check and iConduct, to validate compliance with IKANO Rules, local regulatory requirements, and agreed Shopping Centre control standards.
    • Analyse incidents, inspection findings, regulatory observations, and recurring non-compliance within the Shopping Centre to identify root causes, control gaps, and required improvements.
    • Guide Shopping Centre leaders, functional owners, and co-workers in risk workshops, enterprise risk management activities, regulatory risk assessment, operational risk identification, and local control improvement.
    • Compile Shopping Centre regulatory compliance updates, inspection outcomes, incident trends, action plan status, and emerging regulatory risks to support Shopping Centre risk reporting, dashboards, and management updates.
    • Prepare, refresh, and deliver training materials to strengthen understanding of Shopping Centre regulatory obligations, SOPs, safety, security, compliance, car park management, and operational risk requirements.
    • Escalate overdue, recurring, high-risk, or unresolved regulatory compliance issues to Shopping Centre management and relevant stakeholders with clear evidence, impact, and recommended next steps.
    • People Leadership & Capability Development: Lead, guide, develop, and supervise the Safety Executive to ensure consistent execution of safety operations, compliance requirements, inspections, emergency preparedness activities, incident follow-up, and continuous capability development
    • Vendor & Contract Management: Manage outsourced security service providers, including performance monitoring, audits, service reviews, training coordination, corrective action follow-up, and compliance with contractual obligations and agreed service level requirements
    • Safety & Security Operations Management: Manage and oversee safety, security, emergency preparedness, and crisis management operations of the Shopping Centre, ensuring compliance with Ikano standards, statutory requirements, and operational procedures while maintaining a safe and secure environment for customers, tenants, co-workers, contractors, and service providers.
    • Security Systems & Operational Readiness: Oversee the effectiveness and operational readiness of security systems, including CCTV, Fire Command Centre (FCC), access control systems, alarm monitoring systems, and emergency response resources.
    • Insurance & Claims Management: Oversee and coordinate insurance claims, safety incidents, security incidents, and liability-related cases, ensuring proper documentation, stakeholder management, investigation support, and timely resolution
    • Serves as the Fire Safety Manager in accordance with the Fire Services Act 1988 (Act 341), (JBPM- Jabatan Bomba dan Penyelamat Malaysia / Fire and Rescue Department of Malaysia) and ensures all the relevant standard, documentation and maintenance duties are properly implemented and maintained in accordance with BOMBA requirements.
    • Consistent implementation of Risk & Compliance priorities within the Shopping Centre, in line with Ikano Retail direction, the Shopping Centre risk profile, and business priorities.
    • Quality and effectiveness of Shopping Centre internal checks, regulatory follow-ups, and control improvement actions, including evidence, closure, and escalation of material issues.
    • Timely and reliable Shopping Centre risk insight through reporting, dashboards, and management updates that support decision-making.
    • Capability and consistency of Shopping Centre teams in applying agreed working methods, controls, crisis management, business continuity, and compliance requirements.
    • Timely escalation of overdue, recurring, high-risk, or unresolved issues to Shopping Centre management and relevant stakeholders for direction, support, or decision-making.
    • Effective delivery of safety and security operations, emergency preparedness, incident management, and outsourced security service performance within the Shopping Centre.

    Qualification
    • Bachelor’s or master’s degree in occupational health/safety, Environmental Engineering or a related field with 10+ years of experience in a similar or compliance role in retail or related industries (minimum with 3+ years in managerial level.
    • Experience with incident reporting and claims handling process with insurance company.
    • Experience in managing FCC and security guards.
    • Experience dealing with fire drills, system testing, and crisis management, investigating fraud and unethical behaviours.
    • Experience in setting and implementing long-term strategic plans, setting budgets, and following up goals.
