Assistant Facilities Manager (Toppen Shopping Centre)

The Facilities Management function ensures that buildings, technical systems, infrastructure, and operational environments are maintained safely, efficiently, sustainably, and in alignment with Ikano Retail operational standards and business objectives. The function supports operational continuity, asset lifecycle management, regulatory compliance, sustainability initiatives, and customer experience through effective facilities operations and technical governance.

The Assistant Facilities Management Manager, Chargeman BO acts as the designated Competent Person in accordance with Suruhanjaya Tenaga and the Electricity Supply Act 1990 and is responsible for ensuring the safe operation, maintenance, and compliance of high-voltage and low-voltage electrical systems within the Shopping Centre. The role provides technical leadership and operational support to the Facilities Management team while ensuring statutory compliance, operational readiness, energy optimisation, electrical safety, and reliable infrastructure performance across the Shopping Centre.
 

Your assignment

Statutory & Regulatory Compliance

• Serve as the registered Chargeman BO under Suruhanjaya Tenaga and ensure compliance with the Electricity Supply Act 1990, DOSH/JKKP requirements, Fire Services Act, and other statutory regulations.
• Serves as the Fire Safety Officer in accordance with the Fire Services Act 1988 (Act 341), supporting the Fire Safety Manager in ensuring full compliance with Act 341 (JBPM- Jabatan Bomba dan Penyelamat Malaysia / Fire and Rescue Department of Malaysia) requirements and ensures all the relevant documentation and maintenance duties are properly implemented and maintained in accordance with BOMBA requirements.
• Liaise with utilities providers and authorities including TNB, Suruhanjaya Tenaga, BOMBA, DOSH, local councils, and relevant agencies for inspections, approvals, licensing, and compliance matters.
• Ensure operational procedures, documentation, and maintenance activities comply with Ikano Group Risk Management Guidelines, Safety & Security Manual (SSM), and Inspection Testing & Maintenance (ITM) requirements.
• Support Sec Check audits, energy compliance reviews, statutory inspections, and operational risk assessments.
• Ensure all electrical installations, maintenance activities, and operational works comply with statutory safety requirements and operational standards.
• Maintain statutory documentation, permits, licenses, operational logs, audit records, and compliance records accurately and timely.

Electrical Operations & Safety

• Perform and supervise all high-voltage (HV) and low-voltage (LV) switching operations, electrical isolation procedures, and emergency operational responses.
• Troubleshoot electrical faults, operational failures, and system abnormalities and ensure timely and effective rectification.
• Monitor and maintain electrical systems including main electrical intake systems, generator sets, UPS systems, solar systems, backup systems, and related infrastructure.
• Lead and guide technical teams in safe handling, operation, maintenance, and troubleshooting of electrical systems and infrastructure.
• Ensure proper operation and utilisation of BAS (Building Automation Systems) and CMMS systems for operational reporting, maintenance tracking, and technical documentation.
• Support emergency response activities, electrical recovery actions, and operational continuity during system failures or disruptions.
• Monitor electrical operational risks and ensure operational reliability, safety, and technical readiness at all times.

Maintenance & Energy Management

• Conduct preventive and corrective maintenance activities for electrical systems and related M&E infrastructure.
• Monitor and analyse energy consumption trends and provide recommendations for energy conservation and operational efficiency improvements.
• Coordinate with Registered Electrical Energy Managers on monthly energy reporting, efficiency initiatives, and sustainability action plans.
• Maintain updated equipment inventories, preventive maintenance schedules, SOPs, technical records, and maintenance documentation.
• Support lifecycle planning, technical maintenance forecasting, and operational improvement initiatives related to electrical infrastructure.
• Ensure maintenance activities align with manufacturer recommendations, operational requirements, and statutory safety standards.

Team Leadership & Technical Oversight

• Supervise daily activities of technicians and monitor work quality in accordance with ITM standards and operational requirements.
• Assign and verify work orders, maintenance tasks, checklists, and operational documentation.
• Support staff development, operational coaching, technical guidance, and team capability building within Facilities Management operations.
• Prepare and review Bills of Quantity (BQ), support vendor evaluations, and monitor contractor works and technical performance.
• Coordinate team roster planning, operational documentation reviews, and support internal and external audit activities.
• Support toolbox briefings, operational meetings, and technical training sessions.

Projects & Collaboration

• Support Facilities Manager and Service Office teams in infrastructure upgrades, operational projects, tenant change requests, and facilities improvement initiatives.
• Manage defect rectification activities during Defect Liability Period (DLP) and coordinate technical resolution with contractors and consultants.
• Ensure safe and reliable electrical operations during high-demand operational periods, retail campaigns, and special events.
• Support compliance preparation and technical coordination for audits, inspections, sustainability initiatives, and operational assessments.
• Collaborate with Facilities Management teams, contractors, suppliers, tenants, and external stakeholders to support operational excellence and business continuity.

• Valid Chargeman BO Certificate (33kV) issued by Suruhanjaya Tenaga is mandatory.
• Diploma or Degree in Electrical Engineering or related technical disciplines is an added advantage.
• Registered as a Competent Person within the Energy Commission Online System.
• Minimum 5 years of relevant working experience in high-voltage systems, electrical infrastructure, and building M&E operations.
• Strong understanding of electrical safety regulations, energy optimisation, preventive maintenance, and operational troubleshooting.
• Experience in retail property management or facilities operations environments is preferred.
• Familiar with CMMS/BAS systems, operational reporting, audit documentation, and authority procedures.
• Good understanding of statutory compliance requirements, operational risk management, and safety governance practices.
• Proficient in Bahasa Malaysia and English both written and spoken.
• Strong networking, communication, and interpersonal skills across operational and technical stakeholders.
